Recently, Joe Robino, a former camera artist and virtual cinematographer at Rockstar Games, shed light on the situation in an interview with the YouTube channel SanInPlay.

According to Robino, the development team initially put significant effort into the standalone DLC, which was supposed to feature Trevor, one of the game's main protagonists, in a major role. Trevor’s actor, Steven Ogg, was heavily involved in the production process, indicating that this expansion was set to offer a substantial addition to the original game's narrative. Robino shared his enthusiasm about the project, describing it as "kick ass" and "really, really good."

However, the release of GTA Online altered the trajectory of Rockstar's focus. GTA Online quickly became a massive commercial success, overshadowing the potential financial returns from a single-player DLC. The online component of the game was lucrative, continuously engaging players and generating significant revenue through its various updates and micro-transactions. The overwhelming success made it difficult for Rockstar executives to justify diverting resources and attention away from GTA Online to complete and release a single-player DLC.

Robino expressed his disappointment, stating that although the single-player DLC was shaping up to exceed expectations, it was ultimately shelocked as the developers moved onto other big projects, most notably the production of Red Dead Redemption 2. He remarked on the shift in focus within the company, emphasizing that a large part of the team transitioned to work on the upcoming title, which left fewer resources for the DLC.

Instead, elements were repurposed for use in GTA Online, allowing some of the creative work to still reach players, albeit in a different format.
